Search the Shopify App Store for age verification and you get one list containing two entirely different products, separated by roughly a tenfold difference in price and by everything that matters in a regulatory audit.

The popular ones are popups. Blockify Age Verification 18+ carries a 4.9 rating from 297 reviews at $3.99 to $16.99 a month; Smart Age Verification Popup 4.8 from 40 reviews at $4.99 to $14.99. The document-check apps sit in the same search results with a fraction of the review counts.

That gap is worth reading correctly. Review count here measures how many stores wanted a modal, which is a popularity signal for the cheap category rather than a quality signal for the expensive one. Both figures were checked on 5 August 2026.

What a popup actually establishes

A visitor types a date of birth, or clicks yes. Nothing is checked against anything. The store now holds a record that someone clicked.

Regulators have been explicit that this is not a check. Ofcom's guidance on age assurance lists self-declaration of age among the methods that are not highly effective, alongside terms and conditions stating a service is for over-18s. In the United States, FDA's Tobacco 21 requirement sits behind 21 CFR 1140.14, which requires verification by photographic identification for any purchaser who is not over 29.

None of that makes popup apps useless. A gate deters casual underage browsing, satisfies some platform and payment-processor expectations, and keeps age-restricted products out of the first impression. It is a front door. It is not evidence, and buying one to satisfy a legal requirement is the most common mistake in this category.

The apps that check a document

Three apps on the store run a real identity document check, and their pricing tells you what that costs.

Three things fall out of that table.

The monthly base is the smaller number. At any real order volume the per-check rate dominates. Real ID's mid tier costs $1.49 a check against AgeChecker.Net's $0.50 and ProofAge's $0.30 — on 1,000 verifications a month that is $1,490 versus $500 versus $300, before the base fee.

Watch the words "plus add-ons". AgeChecker.Net's listing prices at $0.50 per accepted verification "(+ any enabled add-ons)". A rate with an open-ended modifier is not a rate until you know which modifiers your configuration turns on.

Included allowances are not generosity. Real ID's $34.99 tier includes five ID checks per month. That is a trial-shaped plan, not a plan for a store that sells.

The artefact, not the flow

The question that separates the two categories is not what the customer sees. It is what remains afterwards, because that is what gets requested.

A popup leaves a click. If it stores anything at all, it stores that a session answered a question — no document, no photograph, nothing connecting the answer to a person, and nothing attached to a specific order. Under scrutiny that record answers "did you display a gate", which is not the question anyone asks.

A document check leaves a verification result tied to an order: which check ran, when, against what, and with what outcome. Regulators across every market in this series ask for exactly that shape of thing. Ofcom expects a service to be able to evidence that its method meets the standard. The PACT Act requires US delivery sellers to keep records of each delivery sale until the end of the fourth full calendar year after it. The EU's Tobacco Products Directive goes further and requires cross-border distance sellers to give competent authorities a written description of how their age verification system works.

None of those obligations can be met from a modal. When you evaluate an app, install it, run one order end to end, and then go looking for the record. If you cannot find something you would be willing to hand to a regulator, you have bought a front door.

Delivery verification: the honest answer

The third thing merchants search for does not exist as a Shopify app, and it is better to know that before evaluating apps against it.

A Shopify app runs in your storefront and your checkout. Its reach ends when the order is placed. Nothing installed in your theme can inspect the person who opens the door three days later — that check belongs to whoever carries the parcel, and it is imposed by carrier contract terms and by the conditions on your licence, not by an app.

That distinction is written into law in some markets. New South Wales requires alcohol to be handed to an adult nominated by the purchaser with identification checked at handover, and prohibits unattended delivery outright. The United States PACT Act requires an adult signature and government-issued photo ID at delivery for tobacco. In both cases the obligation attaches to the delivery operation, and the app's job is the other half: establishing age at the order and leaving a record that ties to it.

So the practical architecture is two controls, not one app. Verify at checkout, with something that produces evidence. Then instruct and evidence the doorstep check through your carrier and fulfilment process.

What the review count does not tell you is whether the app produces a record you can show a regulator, because most of those reviews are for products that never see a document.

How to choose

  • Decide which problem you have. A deterrent and an evidence trail are different purchases; a popup cannot become the second one by being configured better.
  • If you sell tobacco, vape or nicotine into the US, start from the document requirement. FDA's under-30 photo ID rule is not satisfied by a date-of-birth field.
  • Price your real volume. Multiply your expected verifications by the per-check rate before you compare monthly fees, and ask what an "add-on" costs.
  • Check whose brand the buyer sees at the moment of the check.
  • Ask what happens on the customer's second order, and whether you are billed again.
  • Plan the doorstep separately. No app covers it, and in several markets the law requires it.
